Chair's Announcements

The Chair advised with regard to the change of name of this committee from Planning, Access and Rights of Way to just Planning, he added there will be no change to the format of the committee and that the issues for discussion or noting relating to both Access and Rights of Way will continue to be brought to the this meeting.

 

The Chair welcomed Mr Charles Felgate from Geldards to the meeting, adding that he was here to offer legal advice on the applications within today’s agenda.

 

The Chair thanked the officers for their work in the preparation of this agenda.

 

The Chair advised that Ms Davina Powell has now taken up the role of Head of Development Management (DM) with effect 18th July 2022, her former role was as Principal Planning Officer (DM).

 

The Chair advised that all Members should have now received the email regarding the new advice from Natural Resources Wales (NRW) regarding advice on phosphorous sensitive SAC rivers.

3.

To receive any declarations of interest from members relating to items on the agenda.  Members’ attention is drawn to the sheet attached to the attendance sheet and the need to record their declarations verbally and in writing, specifying the nature of the interest.

It was noted that due to the change of membership following the recent elections this meeting is the exception to the rule meaning those members not in attendance at the previous meeting can propose, second and vote upon the minutes of the previous meeting.

 

It was also advised that all members in attendance will be considered to have a personal and non-prejudicial interest in Encl 6 Item 7 as this is a National Park Authority application, should they have a prejudicial interest that will need to be declared separately.

Prior to the presentation Members were advised with regard to the current situation of this application, the quashing of the previous granted approval by Judicial Review and regarding the issue of an Article 18 Direction meaning no formal decision can be processed until it is confirmed that the Welsh Government will not call this application in.

 

The Members were provided with a presentation by the Case Officer, Ms Lisa Hughes.
