Chair's Announcements

To receive a report from the Chairman on meetings attended and progress made on Authority business since the last meeting of the Authority.

The Chair reminded all Members that it is important to ensure attendance at committee to ensure that we are quorate.  The Chair also asked Members to join the meeting at least five minutes before the meeting start time.

 

The Chair advised Members that the Monitoring Officer has initiated a new system to use for submitting Declarations of Interest; the Monitoring Officer explained the system to Members. He reminded Members that they only need complete the form if they are planning to attend the meeting.

 

The Chair asked Members to ensure if they receive requests from the Committee Clerk and Officers that they respond in a timely manner.

 

3.

Declarations of Interest

To receive any declarations of interest from Members relating to items on the agenda.  Members’ attention is drawn to the sheet attached to the attendance sheet and the need to record their declarations verbally and in writing, specifying the nature of the interest.

If Members have declared an interest in an item please ensure that you inform the Chair when you are leaving the room, so that this can be recorded in the minutes.

It was noted that all members in attendance will be considered to have a personal and non-prejudicial interest in Encl 5 Item 1 as this is an application on National Park Authority land, should they have a prejudicial interest that will need to be declared separately.

To authorise the Chair to sign the Minutes of the Brecon Beacons National Park Authority Planning Committee held on the 26th July 2022.

It was noted that the published minutes contained errors, these were explained by the Committee Clerk and the Chair was authorised to sign the Amended Minutes of the Brecon Beacons National Park Authority Planning, Access and Rights of Way Committee held on 26th July 2022 as a correct record.

1.

22/21074/FUL – Installation of 2 x Raption 50 EVCP within Craig-Y-Nos Country Park Car Park. The development will involve utilizing 4 existing car park spaces to become 4 EV Charging Bays. the existing spaces will be extended into the grass verge, as per site plan to allow for longer vehicles to charge without impeding access / egress of the existing car park layout.

 

 

 

All Members declared a personal and non-prejudicial interest in this item.

 

The Members were provided with a presentation by the Case Officer, Miss Heather McDowell.

The Case Officer summarized late correspondence received from NPARCH.

 

 

Proposal:

The Officer recommendation to permit subject to the conditions set out in the officer report with the additional condition as discussed, was put to Members.

Decision:

The Officer recommendation minded to permit subject to the conditions set out in the officer report with the additional condition as discussed, was agreed.

 

The Monitoring Officer advised the wording of the condition will be delegated to Director of Planning and Place, this was also agreed.

Tree Preservation Order 54, 2021

 

 

 

The Members were provided with a presentation by Miss Kathy Jenkins.

Proposal:

The Officer recommendation that the Tree Preservation Order TPO 54, 2021 be confirmed, was put to Members.

 

Proposed: Cllr J Davies

Seconded: None

 

 

 

As no member seconded the proposal as set out in the Officer report the proposal was dismissed, a new proposal to reject the confirmation of the TPO was set.

 

 

New Proposal:

The rejection of the Officer recommendation that the Tree Preservation Order TPO 54 be confirmed, was put to Members.

Decision:

The rejection of the Officer recommendation that the Tree Preservation Order TPO 54 be confirmed, was agreed.
