Apologies were received from Mr G Ham BEM and Cllr M Feakins.  It was noted that Mr I Rowat advised he would be unable to join the meeting at the start and Cllr G Ratcliffe advised he would need to leave briefly to attend council business.

The Chair welcomed back Cllr J Hill and Mr Stephen Gray (Delivery Director) to the meeting.

 

He reminded members that there is a Member Planning Training (MPT) meeting to be held on Wednesday 25th September where we will be visiting sites previously approved in Talgarth.  He reminded members that there would be an in-house training session in the afternoon following the site visit de-brief.

Proposal:

The proposal to be minded to overturn the officer recommendation to permit and therefore be minded to refuse this application was put to Members.

 

The reasons for the overturn were as follows:

1.    Access of the site;

2.    Impact on amenity;

3.    Impact on biodiversity;

4.    The emerging Local Development Plan;

5.    Loss of greenspace;

6.    Intensity and density of development with regard to the engineering required;

7.    Drainage.

Decision:

The proposal to be minded to overturn the officer recommendation to permit and therefore be minded to refuse this application was agreed.

 

The matter was therefore deferred in accordance with para 6.2 of the Planning Protocol to the next meeting to consider the officer’s view on reasons and to reconsider the application.

 

At this point the Chair granted a short break, all members returned with the exception of Cllr G Ratcliffe.
